A man who contaminated candy with sedative and gave them to minors at a summer camp in the area has admitted sexual crimes against two boys both between nine and ten.
The defendant was arrested after eight minors and one adult experienced illness at the facility in July.
The 76-year-old, from that region, confessed to a series of 17 offences when he stood at the courthouse on Friday.
However, he denied one of the sexual offences he was accused of, which was against a nine-year-old boy.
The defendant was remanded in custody ahead of a additional proceeding on November 28th.
'Sweet game'
The legal representative, handling the case, outlined the defendant's actions to the legal proceedings.
She explained his victims were under-privileged children who were staying at a summer program which he operated.
Ruben engaged in a "treat game" with the minors, the legal counsel explained, in which he would access the sleeping quarters when they were getting ready for bed and tell them to eat sweets "as fast as possible".
She stated to the judge Ruben had conducted this practice with the young males "over an extended period", and youngsters had previously become sick the next day.
She stated the man had been able to explain this for many years as the youngsters being "overstimulated by activities", until his stepson had worries in recently.
Mrs Prior KC stated further: "This year his stepson had suspicions about the situation, for good reason.
"They chose" to have a look in the man's possessions."
Mrs Prior KC explained materials including lubricant, petroleum jelly and injection devices were found, and his stepchild notified the law enforcement about his worries.
She stated the man continued to conduct the "candy game" with six youngsters that night - Saturday 26 July - and they were all ill the next day.
"The police had not arrived by that time," she stated further.
The oversight body, the Independent Office for Police Conduct, previously told that it was investigating Leicestershire Police's handling of the situation.
The prosecutor said the minors were struggling to walk due to their condition, so the stepson notified the authorities a second time.
She stated Ruben then conducted the "candy game" in a area of five youngsters.
